In addition to this requirement, local authorities must place a link on their website to these published data sets or place the data itself on their website, together with a list of responsibilities (for example, the services and functions they are responsible for, budget held and number of staff) and details of bonuses and ‘benefits-in-kind’, for all employees whose salary exceeds £50,000.

Currently, Penzance Council has two posts where remuneration is £50,000 or greater:

Duties:

  • head of paid service, is the Council’s ‘Proper Officer’.
  • manage the Council’s assets, staff, procedures and decision-making process to deliver the Council’s Strategic Aims and Objectives within the statutory framework.
  • assist Members in policy formulation, business planning and the development of the Council.
  • provide advice and assist the Council in making effective and legal decisions.
  • work constructively with partners in the private, voluntary and public sectors to identify, negotiate and develop new business opportunities, enhancing service delivery and developing community assets and amenities including improving the lives of those who visit, work or reside in the Penzance Parish.
  • oversee the arrangements of town events and festivals, including civic and ceremonial events.
  • provide advice to the Mayor and Councillors on matters of civic protocol, statutory powers and public affairs generally.

Duties:

  • Responsible for the Leisure and Amenities department and staffing.
  • To oversee and manage all facilities, parks, recreation grounds, public open spaces, children’s play areas and amenity sites including Penlee Park, Alexandra Play site and Princess May Recreation Ground and any other facilities being transferred by devolution.
  • Ensure robust maintenance of war memorials, seats, shelters, footpaths, vehicles, plant and equipment, litter bins and public toilets.
  • Lead the planning and execution of an extensive chemical free weeding programme. Ensure accurate and comprehensive record keeping and monitoring.
  • Ensure smooth running and positive PR of public facing services including Community Toilet Scheme, Town Watering Programme, Christmas lights and Town Flags.
  • Oversee all landlord responsibilities for rented properties.
