Neighbourhood Priorities Statement for Penzance Parish

Neighbourhood Priorities Statement for Penzance Parish

An opportunity for the community to express their views on future development and services

What is a Neighbourhood Priorities Statement?

A Neighbourhood Priorities Statement (NPS) is a simplified way for local communities to express their views regarding future development and services.

We need to know what matters to local residents, and how you would like to see our area develop over the years ahead. Unless we have an NPS that clearly sets out our priorities as a community, we will not have a say in what development looks like from 2030 onwards.

Your priorities matter – they can shape the future development of your neighbourhood.

The only way to have your priorities considered for the Penzance Neighbourhood Priorities Statement, is by completing the survey below before (DATE)

Why does a Neighbourhood Priorities Statement matter?

We need to know what matters to local residents, and how you would like to see our area develop over the years ahead. Unless we have an NPS that clearly sets out our priorities as a community, we will not have a say in what development looks like from 2030 onwards.

When Cornwall Council writes policies for the Cornwall Local Plan, they will have a legal duty to consider all approved Neighbourhood Priorities Statements.

What about the Neighbourhood Plan?

The Penzance Neighbourhood Plan was overwhelmingly approved in a referendum in July 2025, but it only lasts until 2030. After that, it’s the new Cornwall Local Plan that will set the planning and development policies for our area. And unless we make our priorities clear in an NPS, the new Local Plan may not reflect what we want.

Who is responsible for the Penzance NPS?

Penzance Council, through a Steering Group made up of local councillors and volunteers from the community.

What happens next?

The survey responses will be collated, and taken into account by the Steering Group in preparing a draft NPS. Once the draft is finalised, we will carry out a six-week formal public consultation, scheduled for the summer of 2027. The NPS will then be submitted to Cornwall Council, for publication no later than October 2027.
