Contracts expected to be in excess of £30,000 (inclusive of VAT) are published via contracts finder at https://www.gov.uk/contracts-finder
Local authorities must also publish details of any contract, commissioned activity, purchase order, framework agreement and any other legally enforceable agreement with a value that exceeds £5,000.

Penzance Council are required to issue details of who has been appointed to operate its waste collection service.
The service is currently operated by Biffa Waste Services Ltd (for General Waste and Mixed Recycling); some devolved sites from Cornwall Council have separate waste collection services directly with Cornwall Council which is also subcontracted to Biffa Waste Services Ltd.
