Local authorities must publish details of every invitation to tender for contracts to provide goods and/or services with a value that exceeds £5,000.
Contracts awarded in excess of £30,000 (inclusive of VAT) are published via Find a Tender.
Local authorities must also publish details of any contract, commissioned activity, purchase order, framework agreement and any other legally enforceable agreement with a value that exceeds £5,000.

Penzance Council are required to issue details of who has been appointed to operate its waste collection service.
The service is currently operated by Biffa Waste Services Ltd (for General Waste, Mixed Recycling and Food Waste); some devolved sites from Cornwall Council have separate waste collection contracts directly with Cornwall Council.
