Devolution

Devolution is a wonderful opportunity for partnership working. It enables the community to have more control and investment in the town and its assets.

We are continuing to work closely with Cornwall Council and local community groups to take over the running of a wide range of local services in our parish.

Devolution will enable the local community to have more control and investment in the town and its assets.

Devolution so far:

In 2016 we took over the management of 6 public toilets in the town from Cornwall Council and have since invested £50,000 to improve the facilities.

In 2021 we took on the management of Alexandra Play Park & Tennis Courts and carried out a full refurbishment of both sites. We also took on Foxes Lane Play Park in Mousehole and carried out a refurbishment project to improve the facilities for families in the village.

What next?

Following the completion of the Phase 2 Devolution Programme in September 2024, and with ongoing challenges for Cornwall Council in terms of managing and maintaining public open spaces and play facilities, a Penzance Council Devolution Working Group meeting took place on the 17 February 2025, followed by an informal Council Meeting on 11 March 2025 to consider and prioritise future sites for potential devolution.
Penzance Council is not being asked to commit to any or all of these sites at this stage but for them to be the priority for further investigation and negotiation.
