Cornwall Council have re-opened their public consultation on how communities in the Penzance area are governed.
What is a ‘Community Governance Review’?
Parish and Town Councils are the first tier of local government and we play a vital role in engaging with local people and helping to shape their communities.
A Community Governance Review can make some changes to how Parishes are governed if enough evidence is gathered from local residents, community groups, Councillors, and Councils that support the change.
What changes could be made by a Community Governance Review?
If enough evidence is gathered, the kinds of changes a Community Governance Review can make include:
- Changes to Parish areas – change to Parish boundaries, merging two or more Parish together, creating a new Parish
- Changes to electoral arrangements – change to number of Councillors, change of ward boundaries
- Changing the name of a Parish
- Grouping small Parishes together under one Parish Council

How do Community Governance Reviews affect Neighbourhood Plans?
Community Governance Reviews and Neighbourhood Planning follow two completely separate processes. So a Community Governance Review will not change a Neighbourhood Development Plan (NDP) area. NDPs are linked to the original designated areas.
