Penzance Council are providing £40,000 to Jubilee Pool which includes free entry for under 16s living in the parish
At our Full Council meeting in January 2023, Councillors voted to grant £40,000 in funding to Jubilee Pool which includes free entry for under 16s living in the Parish of Penzance!
The breakdown of the £40,000 funding is:
- £10,000 – to fund a new concession scheme providing free access to Jubilee Pool for all under 16s in the Penzance Parish
- £30,000 – as a winter maintenance and storm damage contribution, with any unspent funding set aside to create a storm damage reserve

Free Swim Pass for Under 16s
The free pass is currently only available to all under 16s living in the Parish of Penzance – Penzance town, Newlyn, Mousehole, Paul village, Heamoor, Gulval and Eastern Green (proof of address and age need to be provided).

Do I live in the Parish of Penzance?
The Parish of Penzance covers:
- Penzance town
- Newlyn
- Mousehole
- Paul village
- Heamoor
- Gulval
- Eastern Green
You can check the Parish boundary on Cornwall Council’s interactive map or you can check to see whether Penzance Town Council is listed in the services breakdown of your Council Tax Bill.
Will the scheme be extended to residents who don’t live in the Parish?
Councillors voted for neighbouring Parish Councils to be approached to ask them to consider providing funds for free access to the Jubilee Pool for the under 16s in their parishes.
If you would like to see the scheme extended, please contact your Town/Parish Council and tell them! You can find out who your Town/Parish Council is on your Council Tax Bill.
Is this scheme the reason for this year’s Council Tax increase?
No.
We’re actually giving Jubilee Pool less funding this year than we did last year (last year we gave them £60,000).
The main reasons for the increase in our precept (our share of your Council Tax Bill) this year is:
- the soaring cost in energy prices
- the new roof needed at Penzance Football Club
- the funding pledge we’ve made for the community purchase of Centenary Hall on Chapel Street which is planned to be a community hub and provide much needed youth services.
Although our precept has increased for this year, your whole Council Tax Bill incorporates payments to Cornwall Council, the Police and Crime Commissioner, and Penzance Council – each one has increased their precepts this year.
