A survey has been launched by Penzance Council to find out what residents want for the future of Penzance Parish.
The results of the residents survey will help inform Penzance’s Neighbourhood Priorities Statement, which will be drafted by a Steering Group made up of local councillors and volunteers from the Parish community.
Cornwall Council is preparing a new Local Plan that will guide development across the whole of Cornwall from 2030. A Neighbourhood Priorities Statement (NPS) is a way for local communities such as Penzance Parish to give their views about future development in their area.
Government targets require Cornwall Council to deliver 4,421 new homes a year – a 68% increase on the number of homes that has been previously delivered. That means the number of new homes in the Penzance Parish will have to increase in the years ahead.
Cornwall Council are required by law to have regard to Neighbourhood Priorities Statements when drafting the Local Plan.

The only way to have your priorities considered for the Penzance Neighbourhood Priorities Statement, is by completing the survey by Friday 18 December 2026.
The survey responses will be collated, and taken into account by the Steering Group in preparing a draft Neighbourhood Priorities Statement.
Once the draft is finalised, we will carry out a six-week formal public consultation, scheduled for the summer of 2027.
The Neighbourhood Priorities Statement will then be submitted to Cornwall Council, for publication no later than October 2027.
What about the Penzance Neighbourhood Plan?
The Penzance Neighbourhood Plan was overwhelmingly approved at a referendum in July 2025, and is already influencing planning decisions in our area.
The new Cornwall Local Plan will set development and planning policies from 2030, which could affect how the Neighbourhood Plan policies are taken forward.
